Conservation Commission Minutes 10/16/13
FINAL
Present for the Conservation Commission and attending the meeting were:  Sandy Broyard, Chairman, Candy Shweder, Vice Chairman, Pam Goff, Wesley Cottle, Joan Malkin, Bob Hungerford and Chuck Hodgkinson.  Brian Packish, Josh Scott and Maureen Eisner also attended.  Chris Murphy was absent.     

The meeting came to order at 12:31 PM.  
 
RFD BRIAN PACKISH FOR PETER PRINCIPATO; 33 Abel’s Neck Rd.;           AP 31-5:  Mr. Packish outlined his plan to construct a dry-laid stone wall within the    100-foot buffer zone of a Bordering Vegetated Wetland.  The closest activity is approximately 40 feet from the wetland edge.  There are a shed and driveway between the proposed stone wall and the wetland.  He reviewed several photographs of the site and the proximity of the proposed wall to the wetland.  After brief discussion a motion was made for a negative determination.  The motion was seconded and unanimously approved with six in favor.

RFD JOSH SCOTT FOR TOM LANGMAN; 8 Salt Meadows; AP 21-52.2:  The Commission reviewed the site plan to remove three trees one of which is in the 100-foot buffer zone of a Bordering Vegetated Wetland.  The stumps will be ground and the area will be replanted with vegetative screening between the abutting Langman houses.  The tree is approximately 95 feet from the wetland edge.  The purpose of the work is to open the water view for a neighbor, Don Berwick.  Mr. Scott explained the plan and said the work will be done in the spring and he is planning to install deer fencing around the new plantings.  After discussion a motion was made for a negative determination.  The motion was seconded and unanimously approved with six in favor.
 
ADMINISTRATION:  

The October 2, 2013 meeting minutes were reviewed and approved as presented by consensus.

Ms. Malkin discussed the most recent draft of the fertilizer regulations the MVC is developing for the six island Boards of Health.  The Commission thought the method of enforcement should be clarified and suggested the Town Health Inspectors make the most sense because this is a Board of Health regulation.  There was push back about banning cut grass clippings within 25 feet of a water body and the need for additional regulation that is so restrictive.  Ms. Malkin thanked the Commission members for their comments and invited them to a future working session at the MVC office.

The next meeting will be Wednesday, November 6, 2013 @ 12:30 PM.  

With no further business to conduct the meeting adjourned at 1:20 PM.
